2005 LCCE secured a S$25 millions "Term Contract for Maintenance and Installation of Traffic Signal System in the West Division" from LTA.
2004 Bought 100% stake in Teacly (S) Pte. Ltd., a cable laying company, established since May 1982 with BCA workhead CR01 L5 license (tendering capacity - S$10 millions) for Cable Installation and Road Reinstatement works.

Ranked 124th for year 2004/2005 based on top SME 500 results analyzed by DP Information Group.

MF invested approximately S$0.9 million on 2 new asphalt pavers and 1 new milling machine from Italy.

Staff strength increased from 20 employees in 1990 to 221 employees.

Mr. Seow Hung Yong retired from his directorship and Mr. Toh Choo Huat bought over his entire shares in the company.

Secured first NEWater Contract amounting to S$6.9 million from PUB - Water Reclamation Dept (WRD).

LCCE upgraded to ISO 9001:2000 & BCA CR07 L6 license (unlimited tendering capacity) for Pipe Laying and Road Reinstatement works.

Incorporated Ley Choon Technology Pte Ltd, a wholly owned subsidiary that performs specialized works on underground services, leak tracing and detection.
2001 Invested in high technology equipment and new machineries to enhance the operations.

Bought its present leasehold land at No. 61 Senoko Drive despite the negative growth in construction industry, the Group's profit before tax and turnover were S$1.19 million and S$17.5 million respectively.
2000 The company underwent major restructuring exercise.
1999 LCCE achieved ISO 9002:1994 certification.
1998 LCCE attained CIDB license - grade L5 (tender capacity - S$10 million) for Pipe Laying and Road Reinstatement works.
1997 Shifted the HQ to Bukit Batok Industrial Estate and operations to Tuas.

MF invested approximately S$0.8 million in new machinery imported from Germany.
1996 Mr. Seow Hung Yong & Mr. Toh Swee Kim appointed as directors and the paid up ordinary share capital of the company increased to S$1 million.
1994 Water Dept (WD) of PUB awarded a contract on The Urgent Repair of Water Mains in East Division of Singapore and the company completed it smoothly and punctually.

Incorporated Multiform Developments & Construction Pte Ltd (MF), a milling and patching company that is a wholly owned subsidiary under LCCE.
1993 Concurrently secured 5 contracts with a total sum of S$5.4 million from PUB - Gas Dept. (GD) Shifted to larger rented property at Kranji Loop.
1991 Achieved a turnover of S$1.63 million mainly from PUB - Water Department (WD).
1990 Established by Mr. Toh Choo Huat and his brother Mr. Toh Chew Leong as partnership. Few months later a private limited company was incorporated and its CIDB tendering capacity was upgraded to L3 (S$1 million) category for Pipe Laying and Road Reinstatement works.
